This webinar provides right-of-way professionals with focused guidance on relocating residential and business hoarders on federally funded and non-federally funded transportation projects. Participants will learn how to identify hoarding conditions that materially affect project delivery, apply enhanced advisory services, and justify special move plans. Emphasis is placed on risk mitigation, audit-ready documentation, and practical strategies to reduce project delays and complaints.
          
Speakers: 
Florence Green, SR/WA, RW-RAC, serves as the Right of Way and Utilities Program  Manager for AtkinsRéalis in the Northeast region of the United States. She has worked in various roles during her 34-year career, serving as National Relocation Lead, Relocation Administrator, Right of Way Program Manager, Project Manager, and Deputy Right of Way Manager.  Ms. Green has been an active IRWA member since 1989, is an IRWA Instructor, has served as Chapter 26 President, Vice President, Director, Education Chair, Professional Development Chair, Newsletter Editor, IRAC Secretary, Region Relocation Rep. and Vice Chair for the IRAC.

Sarah Boggs, MBA, SR/WA-TN, R/W-RAC, serves as project manager at Florida Acquisition & Appraisal Inc., where she specializes in property acquisition and relocation services for public agencies. Sarah has over a decade of experience in right-of-way program management and is formerly the Relocation Manager for the Florida Department of Transportation and the FHWA Right of Way Realty Specialist for the State of Florida.  Ms. Boggs has been an active member of the IRWA and has served in the roles of Chapter 26 Secretary, Vice President, Director, and Membership Chair.

Moderator:
M. Clark Hochstein is the Real Estate Services Division Manager as well as company Vice President and Partner for Consultant Engineering, Inc. in Phoenix, AZ.  Clark has more than 35 years of experience in real estate, ROW, project management, contract management, contract compliance, and human resources. She is actively involved with the IRWA, currently serving as International Director for Chapter 28 and Secretary for the IRAC.
